Cager is originally a motorcyclists' term, I believe, but it's been taken up by a lot of cyclists as well. It means: one who travels in a cage. The cage being, of course, the safety cage with which every modern car (and especially Volvos) is equipped. Motorcyclists hate Volvos, they consider them the epitomy of al that is bad in the cager community, because they are so safe that everybody else's safety can be ignored.
There is a well-known motorcycling cartoon series called Planet Ovlov. Ovlov being the letters stamped in your body by a Volvo as it crushes you...
